how report bug to ppa:canonical-kernel-team ?

Hello,
We have observed that the kernel 5.3.0-28 distributed in the ppa: canonical-kernel-team / ppa drains the battery of SLIMBOOK laptops 35-40% faster than the kernel 5.3.0-26
How can we report the fault?
"ubuntu-bug linux" notify that the package is not official, but it is important to notify before it is official.

As a general rule: If you have a problem with a PPA, you should contact the team or person providing the PPA:

In your case: On the page https://launchpad.net/~canonical-kernel-team/+archive/ubuntu/ppa there is the text "For questions and bugs with software in this PPA please contact Canonical Kernel Team." with a link to https://launchpad.net/~canonical-kernel-team

But:
Currently the PPA ppa:canonical-kernel-team/ppa does not contain the package that you are referring to (kernel 5.3.0-28), there already is version 5.3.0-29.
Or are you talking about the linux-hwe kernel packages, which has version 5.3.0-28.30~18.04.1 in bionic-proposed? This one should allow reporting with the ubuntu bug tools.
