Ubuntu 18.04 auto Power Off actually reboot the system

On my upgraded Ubuntu 18.04 when I click on shut down button it prompt with a window and provide 3 buttons-

1. Cancel
2. Restart
3. Power Off

With Message: The system will power off automatically in 60 seconds.

If I prefer to not to click on any of the above 3 buttons and wait for 60 seconds to power off my laptop.
After 60 seconds are over my laptop did not power off instead it reboot.

This is weird as you expect that the system should power off automatically after 60 seconds.

What happens if you click on the "power off" button?
Does the system also reboot?

No, it does not reboot. It safely shut down the system.

The recent ubuntu updates had fixed this issue, now this issue does not appear on my laptop.
