how to build "linux-cloud-tools-common" deb package?

tried make deb-pkg
but only got linux-firmware-image-4.13.0_4.13.0-3_amd64.deb
linux-image-4.13.0_4.13.0-3_amd64.deb
linux-libc-dev_4.13.0-3_amd64.deb

Which command did you execute to get the few files?

i'm using the ubuntu 16.04.
and the command I use is the
"make deb-pkg"

and I'm trying to clone https://git.launchpad.net/~ubuntu-kernel/ubuntu/+source/linux/+git/xenial
and "fakeroot debian/rules binary" to see whether I can get the package.
