Should I report a bug already in Linux Kernel bug list

I have filed a bug #856607 with Debian and someone filed as bug #194941 in the Linux kernel.

After about a month there has been no response to either request.

In general I have gotten a better response when I filed bugs here. Should I do so, or would that be improper.

Reliable information on TV cards that work with linux is hard to get and this is one of the few cards that do, at least up to kernel 4.9.

You are free to create a bug report in the Ubuntu system, but I am not sure whether much will be done with it, except waiting for the other organizations (kernel and Debian) to act first.
