ubuntu 13.10 shutdown/restart button missing

after upgrade from ubuntu 13.4 to 13.10,shutdown/restart/clock/calendar missing in the top panel.
what i have to do to fix the problem?

Saucy is EOL next month, you may want to upgrade to Trusty soon. Trusty is LTS and supported til April 2019.

If the upgrade doesn't work then you may want to do a clean install then restore user data from user backup.
