techmaxx s4 tv tuner regression in 12.04

I use a Techmax S4 DVB-T USB device to watch and record TV using me-tv.

This required me to install a restricted driver.

 After not having used it for several months, I noticed today that when I start up me-tv, TV is not displayed.

The device still shows up when I run lsusb as
"Bus 001 Device 002: ID 15a4:9016 Afatech Technologies, Inc. AF9015 DVB-T USB2.0 stick".

 I am able to scan for channels using "w_scan -c DE -X", however when I give frequencies output there to vlc, TV does not get displayed.

Two things that I know have changed since I last had TV working:
(1) the kernel got updated,
(2) I used my Logitech webcam a little bit.

Should I file a bug ?

If so, what information should I supply ?

Correction: If I save the output of the w_scan command in channels.conf, and then run "vlc channels.conf", TV DOES get displayed.

Kaffeine does not seem to work either. When I try to scan for channels in Kaffeine, it will have a green light by "Tuned", but nothing will happen, even the "Start Scan" button will be grayed out.

If you run Precise in a liveCD / USB, is it ok?

I rebooted today, and it seems to be working fine now. If it happens again, I will test from a live USB stick, and report back.
