CPU running at 800MHz instead of 3100

New computer with an AMD II 645 quad core CPU and 8 gig ram. Bios shows the CPU running @ 3100Mhz, however when i boot into Ubuntu 12.04 and run cat /proc/cpuinfo, command from the terminal or run 'System profiler and benchmark' app. Both say 800Mhz at each core?

Any ideas or input would be much appreciated.

PS I had Googled the issue and had found some people had similar issues after installing AMD catalyst video drivers, which i had but then had uninstalled because they didn't work well at all. Not sure it was even applicable to my situation because they had been running windoz.

Hmm, After delving into it some more, I'm wondering if it is not a 'problem', but rather just the stepper and software doing it's thing by throttling the CPU speed down when not needed? If so, how do I find out the Max speed the cpu will run in Ubuntu? How would I check the Max CPU speed?

 Hard to say, it is a brand new computer with a quad core and 8 gig ram, on top of faster HD and MB. Prior to getting it I had been using an older box with a slower dual core, 4 gig ram, running at a slower clock speed with a slower HD and sata connections, running Ubuntu 11.10.

 This new box doesn't seem any faster then the old. If i had been running 11.10 or another OS on the new box, prior to installing 12.4 I would have something to compare it to. The new one takes longer,(about 1/3 longer) to boot under 12.04, for whatever that may be worth. With the exception of the OS, both machines are configured the same way with the same software.

I'm pretty sure this reflects only the current state of the CPU. Try getting your CPU under load first and then running the command. See if you get a different result.
