How Do I Throttle Ubuntu One?

Ubuntu Sync is taking up about 94% of my CPU time. How can I limit the upload/download speed?

Even though I have limited the Upload and Download speeds to 256 instead of the "default" 2048, Ubuntu One is still taking almost 100% of my CPU time.

The "Limit File Sync bandwidth usage" option does NOT work in Ubuntu 11.04, and has NOT worked since 10.04.

This solved the problem and was easy to implement.
