This appears to be the same as Debian bug #478062, which mentions a workaround in the form of disabling the TCP F-RTO congestion algorithm via sysctl.

Yes, this may be a kernel bug; or it may be a CUPS bug, or a bug in whatever print server is being written to. More information is still needed here to ensure the problem is fixed appropriately.
