I had this bug last year with my Mint 19, Bionic based.
To get rid of it I had to update the Kernel from 5.4.0 to 5.6.4 and was happy with it
Yesterday I did the updgrade to the Mint 20/Focal based, that brought me the Kernel 5.8.0-29
This Kernel is very unstable with the XPS13 and brings back the screen flickering problem.
Downgrade to 5.6.4 fixes this unstability
