I installed the 4.18 kernel on one of my Ubuntu 18.04 VMs by doing 'sudo apt install linux-generic-hwe-18.04'

As further evidence that you may be onto something...
The system boots up fine, presents a GUI login prompt, and I am able to login and use the system as expected (without having to uncomment #WaylandEnabled=false in /etc/gdm3/custom.conf)
