Has this been observed only with this kernel version (or not tried), Or in other words did any 4.15 kernel not cause these issues.

Also we currently have the next scheduled kernel being in testing (-proposed). It contains a bunch of accumulated stable updates, so it would be good to see whether it still fails or maybe solves the issue already (https://launchpad.net/ubuntu/+source/linux/4.15.0-38.41).
