I have difficulties trying your test kernel.
maybe because I use signed kernel with secure boot ?

In the instruction you talk about
linux-image and linux-image-extra .deb packages
linux-image-extra is not in folder.
image is unsigned, and do not install.

So I installed headers, modules, modules-extra.
rtl8723be do not load anymore (because not signed).

Could you confirm test procedure for 16.04 LT HWE with uefi secureboot ?
