This happened to me as well. The process of kill -9 {all the locales processes} then reboot to a command line window, and apt-get dist-upgrade followed by dpkg-reconfigure locales fixed the problem. Thanks everybody for the help.. BUT..

This is not a new bug. It has been going on for some time. Surely the 8.04 upgrade should be suspended until it is sorted out. There are plenty of folks who don't/can't go through this fixit process.
