Same problem, with mac mini hardware, up-to-date Hardy Heron, 2.6.24-19-generic kernel, and locales_2.7.9-4_all :
Generating locales...
en_AU.UTF-8...
And then freezes.
This happens during almost every software upgrade (using update manager).
