To reiterate, this issue is NOT present in the Debian 2.6.15 kernel. According to some preliminary analysis this is possibly related to an Ubuntu patch for C-state handling in ACPI.

This issue was not present in 2.6.12 and is affecting things primarily related to power management in the machines (powernowd thinks the machine is not idle, therefore it ramps up the clock, therefore battery lasts less time).
