I am not aware of a mailing list like that.

If you see an entry with "proposed", then this is an indication that a new version of the kernel is already available for testing, but not yet published for general deployment.

Jeff, you can take a look on the "Xenial-changes" mailing list (please see 1). I'm always looking there to check if there is a new kernel update etc. Here is an example of the latest Linux 4.4.0-130.156 security update:

However, there is one more place where you can see what will be changed, what and when patches were be added etc.

There is also an official 'kernel-team' mailing list where you can check a more detailed informations about development process (also according "Xeania"/16.04 Release).

But the most detailed informations about kernels date release, can be found - for example - on the Ubuntu blog (1.st link provide an example for March 21, 2018) and on the Kernel Team wiki Newsletter - 2.nd link, which is more accurate etc., in my opinion.

So, next cycle is: 23. June through 15. July and on 17. July new kernels will be release to '-updates' section. Hope this helps.

Geez, I'm sorry! I've made a mistake and the last link is for 2017! I have no idea why Ubuntu Developers didn't update these Newsletter. So, we have to wait for an update or find a proper one. Anyway, there is one more important mailing list with news, updates etc. It's "Ubuntu News":
