locale & keyboard

The locale and keyboard dropdown boxes are not working correctly:

lightdm get's its param from /etc/default which is ok on the first login of a new user.
But: it should store the params locale and kbd within the ~/.conf of the login user
in fact it stores the locale only in ~/.gdm and it is a dummy as lightdm does not set the Xsession vars for locale
Well it does for keyboard but retreats to /etc/default at a new login.

This is not a good situation for an international multi user system.

I managed to add a session setup script to set the lang globally in /etc/defaults but this is actually not what I want.

Question:
How can I fetch the lightdm lang/kbd variables and wher to set it to become effective in the session.
How can I submit these vars to lightdm on start?

Suggestions: I think I have the wrong approach and search about one moth to find a solution - nope.
