Furthermore you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work) and also Debian has only versions up to 4.0.20, see https://tracker.debian.org/pkg/libwebsockets
First step towards upgrading the version in Ubuntu is that Debian package the newest version.
Apparently the upstream repository for libwebsockets has changed and Debian has not yet updated their configuration yet.
Creating a bug report in the Debian bug tracker may help.
