update libwebp to v1

Seems like libwebp has released v1.2 recently. However, the package here is still v0.6.1, which is about a release about 2 years ago. Are there any plan to update this package?

libwebp v0,6,1 will still be the current release until Debian changes versions. Ubuntu is a derivative Debian.
The package will be the same for the next new release 21.04 Hirsute due 2021-04-22.
