no arm64 package

Why is there no amr64 package? It is required by application I want to run on arm64 server.

This is probably related to Bug #1435432 "Unable to build libv8 on arm64"

I do have universe repo enabled but the package itself is not listed here https://packages.ubuntu.com/bionic/libv8-dev (debian is also lacking it). Yes I know about that bug but as OP of that bug notes it was probably fixed by https://github.com/v8/v8/commit/8ef8f58bae44a9db7d7b18780ef162777ece019e.

https://github.com/v8/v8/wiki/Cross-compiling-for-ARM clearly lists arm64

Try compiling from the source.
