I dont know if can be downloaded, i do it but it was on hardy or gutsy, i cant remember exactly. You can download other torrent clients, so dont stop with something like this, cause you have so many options waiting for you and you must looking for it. Look for some torrent client in synaptic or in terminal:

sudo apt-cache search torrent

And it shows:
root@udec:/home/anakron# apt-cache search torrent
bittornado - bittorrent client with enhanced curses interface
bittorrent - Original BitTorent client - console tools
kdenetwork-kfile-plugins - torrent metainfo plugin for KDE
ktorrent - BitTorrent client for KDE
ktorrent-dbg - KTorrent debugging symbols
python-bittorrent - Scatter-gather network file transfer
transmission-common - free, lightweight BitTorrent client
transmission-gtk - free, lightweight BitTorrent client (graphical interface)

Im in Intrepid, a development branch. Some of this clients could not appear in your sources.

I'm not looking for bittorrent client, I'm looking for bittorrent
library and libtorrent looks most promising to me. It has an python
bindings (I'm not talking about python-libtorrent -
http://code.google.com/p/python-libtorrent/ I'm talking about official
libtorrent bindings -
http://www.rasterbar.com/products/libtorrent/python_binding.html).

There already is libtorrent-ruby package, so my question is, if there
will be libtorrent-python package some day. AFAIK miro package ships
with its own libtorrent python library and in the near future
deluge-torrent will also use official libtorrent python bindings too.
IMHO it adds unnecessary duplicity. Separate package could be the
solution.

I dont understand your first message, sorry. If you want the libtorrent
library in ubuntu repositories you must put it like a bug report in
ubuntu, and tell them that it must be in the wishlist and soon Ubuntu
people will package it.
