Is libtool 1.5.6/2.2.6 with Ubuntu 10.10 Possible?

The reason? Because I am a web designer and hate having to make a lot of changes on a web server and tying up their traffic, I thought that possibly Ubuntu10.10 might be used as an in-house/personal machine server to test PHP/MySQL documents. From what I understand is that it has been done on previous Ubuntu editions with use of libtool 1.5.6/2.2.6. But what I can't seem to find is documentation of it being done with 10.10!
Anyone who can enlighten me with this idea (yea or nay (okay, and here's why/how)) would be appreciated!
