I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner.

Ubuntu is not a rolling release distribution and packages are not updated just because a new version is released

That is fair however 1.2.3 was released on Jun 24, 2015 and there have been many bug fixes and enhancements so I will submit a bug report. Thanks!

Remark: if you read the publication history https://launchpad.net/ubuntu/+source/libstoragemgmt/+publishinghistory you will see that this software has been abandoned in Ubuntu with the comment

(From Debian) ROM; Orphaned and is severely outdated in Debian; Debian bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=849670

Ubuntu is following Debian for a lot of packages, and so I assume that Debian would have to package the new version first, before Ubuntu will start working on it.
