How can I insert a text box into a new document?

I'm trying to insert pictures into a document with words either inside the box or outside.

Your question is so general, I think I must direct you to

http://www.libreoffice.org/get-help/documentation/

but to put a text box in a document, you probably need

Insert > Frame

and for a picture

Insert > Picture > From File
