I think can only flip horizontally and vertically in Libre office or Open office. That you can do by clicking the picture which you inserted and you get a options window with picture tab. You can do their. And I hope you got Gimp image Editor which does everything.. You can do that in Gimp and insert in Libre Office

I solved the problem with installing Gimp and rotating the Pictures there. That works. (It did not work with Shotwell, I could rotate it and save it, but it flipped back as soon as I dragged it into the Document.

There is a way without GIMP,

if you don't mind some quality downsides (it's a little bit "pixelated"), then just import or insert your picture in Libre(/Open)Office Draw, then copy that picture from there and paste it in Writer. Now you should be able to rotate the picture.

The problem is, if you import or insert the picture in Writer first, it'll be marked as a picture. That limits your rotation to 90°
If you import or insert it in Draw instead, the picture will be recognize as an object, which can be rotated freely, even if you copy it around LibreOffice, including Writer itself.

Don't know if it's a bug or an intended function, but yeah.
