In order to limit the number of bugs in 12.04, which is a long-term support release, 12.04 is picked against debian testing, not unstable.

you can manually rebuild the package for your own use, however.

Will it be optional to sync it from debian testing in 10 days or so?

no, the import freeze happened a while ago.

The idea is that any further changes need to be cherry picked, like security fixes, or major problem fixes.

For "latest and greatest", PPAs are used to extend ubuntu.

There is a backports process, but the backlog (pardon the pun) is usually quite high.
