OpenHMD update to 0.3

OpenHMD 0.3 has been released for a while now, with 0.3.0 being in Debian Testing already.
Maybe time for a update?
This is quite the big update and reference for current developments (as can be found on https://github.com/OpenHMD/OpenHMD/releases/tag/0.3.0)

0.3.1 is underway as well with minor fixes and a added driver.

I suggest you report a bug. If the bug and security fixes are significant then the package may be updated sooner rather than later.

Ubuntu is not a rolling release distribution and packages can be left in favour of stability

There may be a PPA here on launchpad

For Ubuntu 20.04 openhmd is already in version 0.3 - see https://launchpad.net/ubuntu/+source/libopenhmd

Due to the fact that Ubuntu is no rolling release, you cannot expect that the newer version is also backported to older Ubuntu releases - unless there is a strong reason to do so.
