How to apply patches to libjpeg8-empty package

I am not able to see any source code in package libjpeg8-empty 8c-2ubuntu8 . What is the reason behind this and if I want to apply any changes means how to compile this package.

Which Ubuntu release are you running?

You can get the source by adding "deb-src" entries in the package management system configuration (/etc/apt/sources.list) and then running
apt source libjpeg8-empty

There are also links to the source zip files in https://launchpad.net/ubuntu/+source/libjpeg8-empty e.g. https://launchpad.net/ubuntu/+archive/primary/+sourcefiles/libjpeg8-empty/8c-2ubuntu8/libjpeg8-empty_8c-2ubuntu8.tar.gz

And yes, there is almost nothing in the source file, because the libjpeg8-empty packages are stubs that just care for the installation of other, dependent, packages (e.g. libjpeg-turbo8, libjpeg-turbo8-dev). The real function is in those other packages. I assume that you should apply your intended changes there and not in the libjpeg8-empty source.
