It has been 2 months, libinput quirk is still not in the Ubuntu 19.10 libinput-bin quirks

An accepted libinput quirk for a touchpad of one of Toshiba laptops is still not available in Ubuntu 19.10

I would like to know why it is still not available.

Ubuntu is taking over packages from Debian to avoid double packaging work, and as far as i can see, the latest modification haven't made it into Debian either. Debian sid and buster also are only on version 1.12.6 (released Jan 21, 2019)

First step to bring that modification into Ubuntu is that Debian updates their package (in sid and buster) from 1.12.6 to 1.13.1 or higher.
Ubuntu will then follow.
