Not available for Focal 20.04 or its backports.
It is available on Hirsute 21.04 - https://packages.ubuntu.com/hirsute/libgrokj2k1
It is available on Impish 21.10 - https://packages.ubuntu.com/impish/libgrokj2k1
Ubuntu is not a rolling release.

You write "make the library available again".
I do not see any traces that this package has ever been available for focal.

What you can try is manually downloading and installing the libgrokj2k package for hirsute on your focal system.
As far as I can see it should be possible to fulfill all dependencies.
This, however, is not the case for grokj2k-tools (needs perl 5.32)
