libgd should come with HEIF support

Hi,

My suggestion is that PHP/libgd could come with HEIF/HEIC support by default (for instance to allow PHP apps like Nextcloud generate thumbnails of uploaded photos).

It seems that libgd doesn't come with HEIF support at the moment (Ubuntu 22.04), probably because the packaged version is currently 2.3.0-2ubuntu2.

gdlib has HEIF support since 2.3.2: https://github.com/libgd/libgd/releases/tag/gd-2.3.2

It would be very nice if this could be supported because HEIF is the standard (and better) format for many mobile devices now. A free implementation is available so I think the desktop PC shouldn't be unable to view images made with the mobile phone.

Ubuntu is copying packages from Debian (to avoid double packaging work) and also Debian has only version 2.3.0-*, see https://tracker.debian.org/pkg/libgd2

There is already a bug report requesting an update in Debian https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1004572
When Debian update their package, Ubuntu will take over the new version into the Ubuntu release that is in development at that time (probably 22.10).

Upgrading the package version in already-published Ubuntu releases (e.g. 22.04) requires a SRU or backport. See https://wiki.ubuntu.com/StableReleaseUpdates and https://wiki.ubuntu.com/UbuntuBackports for details.
