libcap package is 22 versions behind HEAD

I was wondering how I can help get the libcap package updated to something more recent? I've been helping other distributions, but Ubuntu is the most behind at this point.

Is there some schedule for the expected time frame for the next major release of Ubuntu? On https://repology.org/project/libcap/history I see this with respect to libcap-2.63 (2.66 is current):

2022-04-03 08:14 Project removed from Ubuntu 22.04 Proposed
2022-03-24 10:56 Project added to Ubuntu 22.04 Proposed

Is this indicative of some evaluation process? Is there a way to understand if the removal represents an unresolved problem I can help with?

Ubuntu releases are published twice a year, see https://ubuntu.com/about/release-cycle and https://wiki.ubuntu.com/Releases

The next one (Ubuntu 22.10 kinetic kudu is due on October 20, 2022.
It will most probably contain libcap2 version 1:2.44-1build3

Further remarks:
I do not know anything about that repology page. Its heading tells something about "experimental feature" and "may contain artifacts produced by repology". I do not trust it.

Ubuntu is copying packages from Debian (to avoid double packaging work), and also Debian is lagging behind with its libcap2 package, see https://tracker.debian.org/pkg/libcap2
