  * QA upload.
  * Using new DH level format. Consequently:
      - debian/compat: removed.
      - debian/control: changed from 'debhelper' to 'debhelper-compat' in
        Build-Depends field and bumped level to 13.
  * debian/control:
      - Added 'Rules-Requires-Root: no' to source stanza.
      - Bumped Standards-Version to 4.5.0.
      - Completed extended description.
      - Marked libbase58-dev as Multi-Arch: same.
      - Ran wrap-and-sort.
      - Removed the no longer needed build dependency dh-autoreconf.
      - Replaced from '${plib}' to libbase58-0 in Depends field.
      - Updated VCS fields to use Salsa.
  * debian/copyright:
      - Updated packaging copyright.
      - Using HTTPS protocol in Format field.
  * debian/gbp.conf: according to DEP 14.
  * debian/libbase58-0.install: added.
  * debian/libbase58-0.symbols: added 'Build-Depends-Package' field.
  * debian/libbase58-dev.install: added.
  * debian/not-installed: added.
  * debian/rules:
      - Migrated to reduced format.
      - No longer needed '--parallel --with autoreconf', removed.
  * debian/salsa-ci.yml: added to provide CI tests for Salsa.
  * debian/source/lintian-overrides: removed because it is not needed.
  * debian/upstream/metadata: added.
  * debian/watch: bumped to v4.
