Search for .sty files

I am trying to use latex209. Yes, I have not got everything converted.
They use sty files that are in addition to the ones used by latex, plus some of the standard ones have some minor fixes.
The documents not using the special sty files work fine.
The latex209 program does not even find the special sty files although they are in the directory with the others. I don't see anything in lines of an environment variable. They work with MikTeX under MSDOS, but even copying the latex.tex and lplain.tex from there seems to have no impact.
I could use some help getting these files to work (I hope).

What is output of terminal command?

lsb_release -a

Why are you trying to use an obsolete program? Ubuntu 14.04 Software Center says not to use this program. The site below is about the up to date programs.

Check the ACL on the files match the others that work OK.

1. I am new to Ubuntu, and modern Linux. Interestings, it says the isb_release is part of the package isb-release that is not installed. However, it does not recognise an isb-release package not does it show up in the cache from apt. However, I suspect that this would show that I am running Ubuntu 14.04 LTS.

2. I have a long history of documents in the older LaTex. When the changes came, I also did not know enough, or really have the time, to update some of the style files of others that I had used, and there was no automatic translation tools available -- it was "use the old version".. Since for much of this, I have historical statutory filing documents (e.g. non-profits and such), I need to be able to access and print these documents.
