Which Ubuntu release are you running?
What exactly do you want to do, from which application do you want to use the lasso libraries?

The command (to be executed in a terminal window):

sudo apt install liblasso3-dev python-lasso python3-lasso liblasso-perl

will install the libraries such that you can use them with perl, python 2 and python 3.
