Apply changes button grayed out on package delivery

Basic package delivery seems to only be allowed in the 'apply immediately' option. Scheduled deployment and the randomization option is grayed out. Seems to be a permissions issue but the account is an admin.

Advanced option to apply all upgrades also works without issue.

Wondering if this is a file permission issue or a limitation with the freeware version of Landscape 18.03???

There is no paid version of Ubuntu. Ubuntu is free and always has.

You should ask this question at Landscape 18.03 support. I could not find any support for Landscape 18.03 for Ubuntu 18.04. All information was about a year old. Please tell what Ubuntu OS ( 16.04 or 18.04 or 18.10 or 19.04) you are using. See site below.
