KTorrent Handbook - no khelpcenter service

trying to set ktorrent configuration to get better speeds. I have ultra speed dsl with bellsouth/att (512?). my download/upload ave on torrents are running 10.6/ 20.5. i checked speeds on http://www.dslreports.com/speedtest?flash=1 (speedtest) and got download figures on 4 sites at 1123-1360 Kbs download and 211-228 Kbs upload with latencies from 57-120 (?). what settings can be changed to improve this?
in config settings the following:
Max dwnld- 0
max seeds - 0
preferences
max conn per torrent - 0
global conn limit - 800
max upload rate - 0
max download rate - 0
port - 6881
udp tracker port 4444
number of upload slots 2
max share ratio 0.00

This is a bug: https://bugs.launchpad.net/ubuntu/+bug/118466

You can install the khelpcenter package to solve this bug but unfortunately there isn't any help available even with this package.
