Should KTorrent require manually loading bandwidth schedule every startup?

I was surprised that KTorrent wasn't throttling the bandwidth during working hours, and discovered I had to reread the saved configuration file. This wasn't necessary with the KTorrent that was with Hardy. For what it's worth, I thought that the U/I in the KTorrent in the Hardy generation for defining schedules was easier to use than the new one.

KTorrent 3.1.2
Using KDE 4.1.2

Ubuntu 8.10 (Intrepid)

I have since rebooted, and this time KTorrent's queue manager correctly had the bandwidth schedule loaded. Therefore, the problem apparently is intermittent.
