It appears that that the upstream development https://git.centos.org/summary/rpms!qemu-kvm reached meantime version 5.3 whilst the unbuntu package offered is version 4.

Has packaging of ksmtuned for unbuntu ceased?

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left in favour of stability. This is especially true in the LTS releases

Sure, appreciate stability just a 3 years version gap seems a bit odd, notwithstanding that the updated releases may have added stability/security rather than the contrary
