Why stop the development

I love the kompozer way of working. Why not continue the development?

Or better, how can i help in the development??

You are asking at the wrong location.

Ubuntu is not developing software, but only putting software (that has been developed elsewhere) into packages for easy installation.
For the source of development for kompozer please see https://sourceforge.net/projects/kompozer/

The "latest" (more ten years old) version of kompozer found there depends on obsolete software (or obsolete versions of software) no longer available on the current Ubuntu releases, so the packages are no more available in the Ubuntu repositories.

And even more, kompozer itself is outdated (HTML 4 only, no HTML 5)
