Allows creating multiple services with same name

Asked by Varun Mittal

Keystone allows creating multiple service with same names.
But then creating endpoint with --service <service-name> gives error that multiple instances found, specify ID

Is this expected ?

I was expecting it to fail as is the case with multiple user creation with same name ?
