how do i create an account so i can send e-mail?

when i try to send an e-mail a box opens up requesting me to open an account. where do i go to do this and how? i receive e-mail thru roadrunner.

After starting Kontact first change to Mail section or start Kmail and go to Settings->Kmail Configuration and there you have Accounts section. Then select Sending tab. Here you can create sending account.

   what exactly is an "account" ? my name? name of my ip ?

You need to create "sending account". This "account" is a set of settings needed by mail client to connect to your mail service provider in order to send messages.
In the set are things like: name of the server, port number, user-name, password. If your e-mail address is for example <email address hidden> it's very likely that those settings will be like this:

name of the server - somehost.org or smtp.somehost.org (if using smtp protocol to send e-mail)
port number - most likely 25 or 465 if using SSL
user-name - john
password - your password
