What does the library libknewstuff3-4 do?

Hello everyone!

I discovered today, that I can get a update for the library libknewstuff3-4 which sounded suspicious to me. According to http://packages.ubuntu.com/yakkety/libknewstuff3-4 it is indeed an official package which gives me "Hot New Stuff".

Now I am asking myself (and you) what the heck does that mean? What does this library do?
