video noise at top of screen

I am running Ubuntu 9.10
Kaffeine runs just fine, however there is ~ 20 pixel band of "animated video noise" or black and white hash lines that runs across the top of the screen . It is a real distraction. Any suggestions on how to remove it?

That's a common bug, I have seen a lot of people experience that, try
disabling compiz effects if in Ubuntu and Kwin effects if in Kubuntu.
