how do i configure k3b 1.03 in feisty to rip to flac?

It is not possible any more if you haven't done it jet... because Feisty is not supported any longer.

You have to upgrade/reinstall to a newer Version (8.04 LTS or 8.10) to make it work.
Then you should install the package "flac".
