Crec que hauries d'instal·lar el paquet kde-i18n-ca.

Tot i això, et convido a passar-te tant pel fòrum d'ubuntaries en català: http://cat.ubuntuforums.org, com per la llista de correu dels ubuntaires en català: http://llistes.cpl.upc.edu/listinfo/ubuntucat-info, ja que trobaràs molta gent que pot respondre els teus dubtes, i estan molt concorreguts ambdós recursos.

Bé, el paquet no és exactament el que diu el Papapep. Concretament les traduccions al català del K3B són al paquet "language-pack-kde-ca-base"
