Hello,

there are two possible applications. GnomeBaker for the ubuntu Desktop and K3B for kubuntu (but it works on ubuntu too.

Nero has a commercial version of there software for Linux.

K3b can be installed by executing sudo apt-get install k3b in a terminal..

Hello,
yes you can download the applications via internet and install them from a local drive.

GnomeBaker:

For the installation open a terminal an use dpkg -i programname

The best way is the installation via Synaptic because in this way you don not have problems with missing dependencies. It is possible that an local installation failed, because necessary library's are not installed on your system.

Use http://packages.ubuntu.com to search the applications and then you get a list of all necessary packages.
