Keeping a juju machine after removing its last unit

When attempting to remove the last unit associated with a machine in the JuJu environment, is it possible to keep that machine?
In other words, removing the last unit associated with a machine in the JuJu environment triggers the equivalent of "juju remove-machine". Is it possible to suppress this behavior?

The case being considered here is as follows:
A charm is deployed and consequently an application is installed on a new machine.
That machine is directly used by an employee.
The application must be uninstalled, however the employee must still be able to use that machine.

The current workaround is to deploy a no-operation charm on that same machine and thus keeping the machine from being removed.
