There seems to be some misunderstanding on the purpose of PPAs.
PPA means personal package archive and is a repository provided by some person who wants to provide a version that is different from the officially supported packages. There is no support by Ubuntu for software in PPAs. Software developed by the Ubuntu team will not be published in PPAs, but in the 'standard' repositories.
Maybe you should start reading https://help.ubuntu.com/community/PPA

1. Why do think that you need a PPA for jquery? That package is available in the standard Ubuntu repositories.

2. There are PPAs with jquery, e.g. https://launchpad.net/~sylvain-pineau/+archive/ubuntu/jquery
You can check yourself on https://launchpad.net/ubuntu/+ppas?name_filter=jquery

Can you help with this problem?
